The RDS-WHOIS2 Review Team was set up to meet requirements put forth in ICANN's Bylaws that ICANN enforces its existing policy relating to WHOIS. The Bylaws require ICANN to organize periodic reviews to assess the effectiveness of the current gTLD Registration Directory Service (RDS, formerly known as WHOIS) and whether its implementation meets the legitimate needs of law enforcement, promoting consumer trust and safeguarding registrant data. The first WHOIS Review Team concluded its work in 2012, and its recommendations influenced the ICANN Board's resolution in November 2012, to initiate a series of reforms related to WHOIS. The second RDS-WHOIS2 Review Team is slated to begin its work in 2017.
